Housing

New Culture provides the largest housing program in Arizona for young adults in Extended Foster Care (EFC), with 55+ high-quality housing sites across Phoenix, Mesa, and Tucson as of February 2026. Our homes include single-family houses, apartment units, and townhomes, ensuring a variety of comfortable and stable living environments where young adults can flourish.  

 

We operate a semi-supervised model, providing the right balance of independence and structured support. With staff on-site Monday through Friday from 9 AM to 5 PM, youth have access to guidance and resources when they need it most. Our program is designed to gradually build financial responsibility, ensuring a smooth transition into adulthood.

Phase 1

Youth receive a $350 monthly allowance, a $325 grocery budget, and free rent to help them stabilize and develop essential life skills.

Phase 2

Youth receive $700 monthly, begin paying for their own groceries, and contribute $400 toward rent, promoting financial responsibility.

Phase 3

Youth receive $1,200 monthly and are assisted in securing their own housing. At this stage, we help them find and sign a lease for their own unit, ensuring long-term stability.

Maternity Housing

More than 50% of young women aging out of foster care will experience pregnancy by age 21, yet many lack the support and stability needed to care for their child. Our maternity housing program includes several dedicated homes, providing not just shelter, but a nurturing environment where moms can focus on building a secure future. Each home is stocked with baby essentials, including diapers, formula, clothing, toys, and cribs, ensuring that both mother and child have everything they need. Beyond housing, we provide life skills training, parenting support, and financial resources, giving young moms the foundation to flourish beyond foster care and create a stable future for their children.

Project Blue

For many young adults aging out of foster care, turning 21 does not mean stability. It often means losing housing support overnight, facing rent deposits, move-in costs, and the risk of homelessness with little safety net.

Project Blue provides rental assistance, deposit support, and essential move-in resources for youth transitioning beyond extended foster care, ensuring they do not fall through the cracks at the most critical moment. With the right support at the right time, young adults can secure stable housing and continue building their future with confidence.

STEP Initiative

The STEP Initiative, Supporting Transition through Empowerment and Partnership, strengthens outcomes for youth in foster care by pairing young adults with dedicated Navigators who amplify their voice within Child and Family Team Meetings.

When young adults are treated as experts in their own lives, everything changes. STEP ensures youth are heard, supported, and equipped to advocate for themselves, strengthening relationships and improving their transition into adulthood.

Life Skills

We equip young adults aging out of foster care with the practical skills they need to navigate adulthood with confidence. Our life skills program covers essential areas such as budgeting, financial literacy, housing readiness, meal planning, and transportation, ensuring youth have the foundation to build stable and fulfilling lives. They learn how to manage expenses, save for the future, build credit, find and maintain housing, cook nutritious meals on a budget, and navigate transportation options, including car ownership and public transit. By focusing on real-world skills, we empower youth to take control of their futures, make informed decisions, and flourish beyond foster care.

Travel Experiences

At New Culture, we are driven by the belief that every young adult deserves the chance to experience joy, discovery, and a sense of normalcy—moments that traditional foster care often cannot provide. For many youth aging out of the system, traveling outside of their home state of Arizona remains an unfulfilled dream. Through our innovative travel programs, we create life-changing opportunities that open doors to new environments, cultures, and perspectives. Highlights include our annual 'Cruisin’ with Culture' trip—a 3-day cruise to Ensenada, Mexico, where international travel meets cultural connection—and 'Culture Craze', an exhilarating 4-day adventure packed with visits to Six Flags, Disneyland, and the California coastline. These experiences do more than entertain; they transform lives. They challenge assumptions, nurture self-confidence, foster meaningful connections, and inspire the youth we serve to dream big.

Workforce Development

For young adults aging out of foster care, stable employment is key to long-term success. Our workforce development program equips youth with the skills, training, and opportunities they need to secure meaningful jobs and build sustainable careers. From resume building and interview prep to job placements, vocational training, and career mentorship, we help youth gain confidence and financial independence. By connecting them with real-world opportunities, we empower them to not just find a job, but build a future.

Therapy

New Culture has expanded mental health support by opening two dedicated clinics in Mesa and Tucson, providing accessible, trauma-informed therapy for young adults aging out of foster care. These clinics offer individual counseling, group therapy, and wellness resources tailored to the unique needs of this population. By integrating mental health services into our ecosystem, we ensure that youth receive the emotional and psychological support they need to flourish.

Mentorship

Success isn’t built alone—it’s shaped through guidance, relationships, and community. Our mentorship program connects young adults aging out of foster care with trusted mentors who provide support, career guidance, and life advice, helping them navigate adulthood with confidence. Rooted in interdependence, we foster a network where youth learn, grow, and thrive alongside others, ensuring they have the relationships and resources needed for long-term success. By surrounding them with a strong support system, we help them flourish beyond foster care—not just as individuals, but as part of a thriving community.

Sports

We believe in the power of sports to build confidence, teamwork, and lifelong connections. Through our adult league participation, residents engage in kickball, dodgeball, volleyball, and other recreational sports, providing them with a fun and healthy way to stay active while fostering interdependence and community. Sports teach valuable life skills like discipline, resilience, and collaboration, all while creating opportunities for youth to connect, grow, and thrive together. Whether on the field or off, we’re committed to helping young adults build stronger foundations for their future.
